Does it phone home, collect telemetry, or track usage?

No. Cloudless File Transfer makes zero external network connections. There is no telemetry, no analytics, no update checker, and no phone-home of any kind. The only network traffic it generates is UDP broadcast on your local subnet (for peer discovery) and TCP connections to peers (for file transfer). Nothing ever leaves your LAN.
