DownHoax is a harmless prank program from RJL Software that simulates a fake file download dialog mimicking Internet Explorer's download window. It randomly picks a website from its internal database of questionable-sounding URLs and pretends to download an equally dubious-sounding file. The victim cannot cancel the download -- clicking Cancel simply restarts it.
