Why can't I cancel the format once it starts?

This is by design. Once the simulated format begins, none of the buttons will cancel it. This makes the prank more convincing because the person being pranked feels like they cannot stop the process. Remember -- nothing is actually happening to the drive, so there is no need to cancel.
