You can do this with a command line option called "config"

Create a shortcut to FLOPPY.EXE
Right-click that shortcut
Choose properties
Add the word "config" after the Target path

For example: "C:\JOKES\FLOPPY.EXE"  config

Click "OK"
Be sure to add a space after FLOPPY.EXE the word configBe sure to add " " around the whole path to FLOPPY.EXE
