Does the Start button still work while Follow Me is running?

Yes. The Start button remains fully functional while it follows your cursor. The victim can still click it to open the Start menu -- if they can catch it. The button just moves horizontally along the taskbar to match the mouse position, which makes it feel alive and oddly clingy.
