What exactly does the shaking effect look like?

Shakedown makes the entire desktop vibrate rapidly, as if the screen is being physically shaken. Everything on screen -- windows, icons, the taskbar -- appears to rattle violently. It is disorienting and makes it very difficult to click on anything or read text, which is what makes it such an effective prank.
