What did the FORCE option do in Shutdown?

The FORCE option terminated unresponsive applications immediately instead of waiting for the user to respond to "application not responding" dialog boxes. This was especially useful in unattended scenarios where no one was present to click through confirmation prompts. For example: shutdown.exe 4 FORCE would restart the computer, forcefully closing all applications.
