Can the victim still use the computer while Clippy is running?

Yes. Clippy does not interfere with normal computer use between pop-ups. The victim can work normally until Clippy appears, at which point they need to dismiss the message to continue. Since there is no visible close button on the Clippy window itself, dismissing him can be part of the frustration -- though clicking elsewhere usually works.
