How do I use ScrollLock?

ScrollLock is controlled from the command line:

• scrolllock.exe on -- Turns Scroll Lock ON
• scrolllock.exe off -- Turns Scroll Lock OFF
• scrolllock.exe (no argument) -- Toggles the current Scroll Lock state
