Does ReplaceKeys work in all programs?

Yes. ReplaceKeys intercepts keystrokes at the system level, so the replacement works in any Windows application -- web browsers, Microsoft Word, email clients, Notepad, chat programs, and everything else. Wherever the victim types, the replaced key will produce the wrong character.
